Accounting Aid Society expands services
The Detroit-based Accounting Aid Society has received a $245,000 grant from The Skillman Foundation to open and expand neighborhood tax centers in Detroit.
The grant comes after a survey of 2007 clients at a pilot program in southwest Detroit, which showed that more than 80 percent are interested in having other resources at free tax sites. Assistance with utility bills, buying a car, buying a house, and credit solutions were the most desired programs mentioned.
Accounting Aid Society operated 16 Detroit tax sites in 2007, and filed free income tax returns for 6,339 low-income Detroit households, benefiting more than 13,000 residents and returning $6.1 million in “new money” into the city’s economy through federal and state refund dollars.
The neighborhood tax centers are a place where low-income families can get their income taxes and credits prepared for free, while at the same time learn about, and sign up for, community and government services that can help them move forward financially.

Native American and rural VITA
With the nearest tax preparer 110 miles away, a small VITA program run by the Extension Office at Chief Dull Knife College made a big impact in rural Montana. Starting with a modest 38 federal tax returns in 2006, the program completed 150 returns in 2007 and plans to expand to another site in 2008. Read the full story.

Asset-Building at Tax Time: Tips and Tools

- Refund Splitting
Tim Flacke will discuss why refund splitting is important and how best to take advantage of refund splitting to promote asset-building. Product example: savings bonds. Tim is the Director of Business Development at Doorways to Dreams (D2D), a Massachusetts-based non-profit organization.
- Asset Building at Tax Time
Mary Dupont will speak about techniques to encourage asset-building at tax time, including promotion, prompts, and tax site operations. Product example: CDs. Mary is the Executive Director of the Nehemiah Gateway Community Development Corporation located in Delaware.
Bonnie Esposito will discuss her experiences with an alternative Refund Anticipation Loan product and with financial service partners. Bonnie is the Executive Director of AccountAbility Minnesota.

Providing Free Tax Preparation Services and Savings Accounts for People who are Incarcerated
Description:In 2007, the Rhode Island Family Life Center expanded its VITA program to include an innovative pilot project to provide free tax preparation services to the incarcerated population at the Rhode Island Adult Correctional Institutions (RI ACI). The project includes promoting the Earned Income Tax Credit, other tax credits, and offering the opportunity for opening, for direct deposit, a no-fee, no minimum balance savings account which can be opened for the taxpayer by the tax preparer. Come learn how your organization can expand services to the incarcerated.

IRS publishes glossaries of tax terms in other languages
Think taxes are complex in English? Try translating IRS terms into other languages. To assist, the IRS recently published several glossaries of tax terms. All numbered Publication 850, they cover:
- Russian
- Vietnamese
- Chinese (traditional)
- Chinese (simplified)
- Korean
Find them on the Forms and Publications section of the IRS website.
VITA hotline number for volunteers This IRS service provides assistance to VITA staff and volunteers in the preparation of tax teturns.
VITA hotline services (1-800-829-8482) will be provided Monday - Saturday during the filing season (excluding the two Monday holidays January 21st and February 18th). VITA service will begin Monday, January 16 and run through Tuesday, April 15, 2008. Saturday service will begin on Saturday, January 26, 2008.

NCTC Standardized Site Survey Questions for 2008
Programs have the option of using a Site Survey in addition to the IRS-required Intake and Interview Sheet. This document provides standardized wording and response coding for various topics campaigns may wish to address in a Site Survey.
