Tax training scholarships
H&R Block, in cooperation with the National Community Tax Coalition, will provide scholarships to either paid or volunteer staff of community-based tax preparation programs across the country to attend H & R Block income tax Courses this fall. Individuals and organizations with paid affiliation status with NCTC will receive first priority for scholarships. The scholarships can be applied to any symposium, classroom based training, or computer-based training opportunities offered by H&R Block, unless otherwise noted.
The income tax courses are designed to help programs increase tax law expertise and improve quality at tax sites, as well as provide professional development opportunities for key staff and volunteers. To assure that you, your organization, and the working families you serve benefit from the selected training, complete the application in its entirety.
Scholarship applications will open soon. First preference will be given to paid affiliates of NCTC.
FDIC Chairman to deliver keynote address to national conference
Sheila C. Bair, Chairman of the Federal Deposit Insurance Corporation, has been confirmed as a keynote speaker at the Building Prosperity for Working Families Conference in Denver, Colorado. This NCTC-sponsored conference will take place October 1-2, 2007. Registration is now open.
Data making a difference
Who provides the research on the value of the free tax preparation field? The NCTC does much of the collection and analysis, then takes it down to Congressional staffers to advocate for the field. With your data, we can do much to support the field.
Our 2007 National Program Survey has data contributed by over 70 free tax preparation programs, accounting for 200,000 federal returns which brought back over $450 million in total refunds to clients. Our aim is to have another 40 programs provide their data by September 15 so we can report our findings back to you at the national conference.

Refund Anticipations Loans (RALs) may be expensive and unnecessary, but low-income taxpayers want them. To meet their demand, Bonnie Esposito of Accountability Minnesota partnered with US Federal Credit Union to create a free RAL based on the Refund Express pioneered by Alternatives Federal Credit Union. $10 million in federal funding for VITA programs passes Senate Appropriations!!!
On July 12th, the Senate Appropriations Committee passed a bill that would provide $10 million in federal funding to support community-based Volunteer Income Tax Assistance (VITA) sites operating throughout the country. Federal funding for community VITA has been a top advocacy priority of the National Community Tax Coalition (NCTC) for the last few years, but we have never had a bill pass that would actually allocate money to fund our work, until now. Needless to say, this is a very good next step in our collective push to obtain federal funding for free tax prep.
Unfortunately, the House Appropriations Committee did not include federal funding for community VITA in its bill that was passed by the full House in June. (You can visit the NCTC website to read more about the details of both the House and Senate bills.)
So, what happens next?:

Step 1: The Senate bill will go to the floor of the Senate and be voted on by all of the Senators, probably after Labor Day.
- Step 2: If the Senate bill passes (and the outlook is promising), the Senate bill and the House bill will go to what is called a Conference Committee where the differences between the two bills will be worked out.
- Step 3: Once a compromise is reached, the same bill will go back to both the Senate and House and be voted on by all Members of Congress before it goes to President for his signature and can become law.
Given this very important policy development, NCTC is gearing up for an all-out push so that this bill eventually becomes law, so stay tuned for opportunities to tell your Representative how important this bill would be in developing, expanding, and continuing your VITA program.

Policy Analyst, Chicago, IL
The Center for Economic Progress seeks an individual to serve as a Policy Analyst on behalf of the Center and the National Community Tax Coalition. The Analyst will share the organization’s unique perspective, advocating on behalf of low-income and immigrant taxpayers, with local and national legislators and other groups, in an attempt to influence federal and state tax policy debates. The Policy Analyst will act as the principal researcher and analyst on issues and policies affecting low-income taxpayers. The Policy Analyst will also act as the primary source of information on such issues and policies for the Coalition’s 600 affiliates. More details are available on the Center website.
Communications Manager, Chicago, IL
The Center for Economic Progress seeks an individual to lead and oversee the communications efforts of the National Community Tax Coalition (NCTC), to ensure that the Center maintains constant, high quality communication in the public and policy arenas and with the Coalition’s national leaders and local groups. This includes developing messages and materials; providing customer service to affiliates, including responding to affiliate requests; collecting and maintaining member data and staffing of the Coalition. Financial Education, Washington, D.C.
Capital Area Asset Builders (CAAB), a nonprofit organization located in the District of Columbia, is seeking two full-time staff members to support its financial education and savings programs that help low- to moderate-income individuals improve their financial management skills, increase their savings, and build wealth.
The Financial Education Coordinator will deliver CAAB’s money management and credit education workshops and provide one-on-one financial (credit and budget) counseling to program participants. Salary for the Financial Education Coordinator position is in the mid- to high-40s with a generous benefits package.
The Program Associate is responsible for managing critical day-to-day operations for CAAB’s financial education and savings programs. This individual will work closely with the Savings Program Director and Financial Education Coordinator on various program development tasks, and will also assist with research to help make the case for more inclusive asset development policy in the District of Columbia. Salary for the Program Associate position is in the mid- to high-30s with a generous benefits package.
